Clarification on the Active Commits Rule for Non-Developer Team

I have a question about the active commits rule. Are we assuming that every team member is a developer? What if our team includes designers or consultants who aren’t necessarily tech enthusiasts?

A provision will be made for participants to be able to register non technical users. Be on the lookout. Are you on the hackathon slack channel?
